J000296 (IJN) ENGINEER PETTY OFFICER SLEEVE RANK BADGE. 

A 50mm x 74mm black cotton patch, coming to a point at its base, upon which is machine woven, in golden yellow, two horizontal bars above a stylized anchor surrounded by an equally stylized wreath. This post 1942 insignia, which would originally have been worn on the upper right sleeve, signified the rank of a Petty Officer. Between the bars and the anchor is pinned an alloy cherry blossom, in violet denoting engineer.
